On Tuesday, March 15, 2018, Dare County’s Board of Education took a look at a five-year Capital Improvement Plan.

In April, the plan will be put to a vote and then sent to the Dare County Board of Commissioners for consideration and funding.

The requested projects spread $7.09 million over five years.

In Fiscal Year 2019, projects totaling $1.43 million include air handler replacement, $125,000,  for Kitty Hawk Elementary; chiller replacement, $530,000, and air handler replacement, $110,000, for First Flight Middle, first of four years; partial roof replacement, $130,000 and fuel oil storage tank replacement, $155,000, representing additional funds to complete projects, for Manteo High School; gym floor replacement, $180,000, for Manteo Middle; 4 rooftop unit replacements, $180,000, Cape Hatteras Secondary; HVAC controls hardware/software update, $100,000, districtwide, first of four years.

In Fiscal Year 2020, projects totaling $1,365,000 include partial roof replacement, $200,00, and air handler replacement $125,000 for Kitty Hawk Elementary; cooling tower refurbishment, $60,000 for First Flight High; air handler replacement, $100,000, second of four years, and gym floor replacement, $85,000, for First Flight Middle; locker rooms/bathrooms/stadium, $400,000, for Manteo High; concessions building bathrooms, $200,000, and gym, low slope roof replacement, $125,000, for Cape Hatteras Secondary; HVAC controls, $60,000, second of four years, districtwide.

In Fiscal Year 2021, projects totaling $1,275,000 include parking lot renovation, $65,000, for Kitty Hawk Elementary; chiller compressor overhaul, $200,000 for First Flight High; air handler replacement, $110,000, first of three years, for First Flight Elementary; air handler replacement, $100,000, third of four years, for First Flight Middle; parking lot repairs, $50,000, and chiller compressor overhaul, $160,000, for Nags Head Elementary; low slope roof replacement, $250,000, for Manteo High; gym floor replacement, $85,000 for Manteo Elementary; air handler upgrade, $120,000, and parking lot renovation, $65,000, for Cape Hatteras Elementary; HVAC controls, $60,000 third of four years.

In Fiscal Year 2022, projects totaling $1.69 million include parking lot renovations, $175,000, for First Flight High; air handler replacement, $110,000, second of three years, for First Flight Elementary; air handler replacement, $125,000, last of four years, and gym bleacher replacement, $125,000, for First Flight Middle; gym floor major renovations, $90,000, for Manteo High; kitchen renovations, $250,000, for Cape Hatteras Secondary; maintenance/transportation entrance, pave parking, $120,000; central storage building at maintenance, $500,000; HVAC controls, $60,000, last of four years, districtwide.

For Fiscal Year 2023, projects totaling $1.33 million include air handler replacement, $110,000, last of three years, for First Flight Elementary; repave parking lots, $180,000 for First Flight Elementary and Middle; 3 chiller replacements, $690,000, for Manteo High; chiller replacement, $350,000 for Manteo Elementary.

The district will consider converting the boilers to natural gas for First Flight Elementary and Middle for Fiscal Year 2020, but a price is not yet determined.

The school board’s capital improvement committee is composed of board members Charlotte White, Mary Ellon Ballance and Joe Tauber.
