Around high tide Monday morning, Atlantic Ocean water spilled down NC 12 in north Rodanthe. In Pea Island National Wildlife Refuge, ocean water was breaking through at the Visitor Center, at the S-curves and at other spots. At 9:40 a.m., NC 12 remained open for traffic.
