The 2020 Election season starts Dec. 2, 2019.

Filing for party primaries starts at noon on Monday, Dec. 2 and ends Friday, Dec. 20 at noon.

Party primaries will be held Tuesday, March 3, 2020.

To file for a Dare County elected office, a candidate must be a registered voter of Dare County, reside within the seat’s district, be affiliated with a party for 90 days or more at the time of filing and be at least 21 years old on Election Day.

A valid NC Driver License or other photo ID is required for identification purposes.

Voters registered as unaffiliated can be on the General Election ballot by submitting a petition with signatures of 4% of the registered voters in Dare County. The petition must be submitted on the day of the Primary Election, March 3.

Candidate filing fees must be paid at the time of filing a Notice of Candidacy. Checks can be made out to Dare County Board of Elections. The filing fee in Dare County for Board of Commissioners and Board of Education is one percent of the annual salary of the office. The salary of a Dare Commissioner is $8,900, making the filing fee $89. For Board of Education, the salary is $4,200, so the filing fee is $42.

The Dare County Board of Elections office is open Monday through Friday from 8:30 a.m. to 5 p.m. in the Dare County Administration Building, located at 954 Marshall C. Collins Drive in Manteo. Election staff may be reached at 252-475-5631.

Dare County Board of Commissioners seats up for the 2020 election are:

District 1: Wally Overman (R), representing East Lake, Stumpy Point, Manns Harbor, Manteo and Wanchese.

District 2: Robert L. Woodard Sr. (R), representing Kill Devil Hills, Colington and Nags Head.

District 3: Steve House (R), representing Duck, Southern Shores and Kitty Hawk.

District 4: Danny Couch (D), representing Hatteras Island.

Dare County Board of Education seats up for the 2020 election are:

District 1: Bea Basnight (D), representing East Lake, Stumpy Point, Manns Harbor, Manteo and Wanchese.

District 2: Ben Sproul (I), representing Kill Devil Hills, Colington and Nags Head. Sproul was elected mayor of Kill Devil Hills in November 2019. He will resign from the Board of Education before he is sworn in as mayor.

District 4: Mary Ellon Ballance (R), representing Hatteras Island.

District 5: David Twiddy (R), holding the at-large seat.
