Dare’s Board of Commissioners agrees to sell land at Buxton Harbor

On Monday, Sept. 21, Dare’s commissioners agreed to sell 28,640 square feet of land at the mouth of Buxton Harbor. The buyer is C. Daniel Burrus, who owns the adjoining property.

The purchase price is $20,000.

Dare continues to own a parcel that borders NC 12.

Commissioner Danny Couch said attempts have been made for 30 years to create a public access at Buxton Harbor, but without success.

Partly, failure is due to messed up boundary lines, reported board Vice Chairman Wally Overman.

Couch said “it has no value to us. I don’t have a problem letting it go.”

The commissioners approved revisions to the NC COVID-19 Relief Fund plan.

Reimbursement from FEMA for personal protective equipment, cleaning, sanitizing and public health compliance costs is now only available for expenses of first responders and their facilities. The county’s estimate for ineligible costs through Dec. 30, 2020 is $71,063.

Dare County Schools requested $86,937 for check stations at each school for school reopening. Check stations are not included in the state’s Department of Public Instruction allowed uses of funds.

To accommodate these increases, an amendment to the Relief Fund Plan decreased claimed payroll expenses of $158,000.

The commissioners approved a travel policy update, the first since 2014.

In the consent agenda, the commissioners approved a reimbursement resolution for capital expenses for the Manteo High School roof replacement project. Proceeds from the Series 2020B Limited obligation bonds will be used to pay for the project.

The commissioners also approved the 2020 Dare County Repetitive Loss Area Analysis. The analysis is part of the five-year recertification process for the community rating system.

The commissioners appointed Janine Sewell to the Health and Human Services Board. She was recommended by that board to fill the vacancy created by the resignation of Frank Hester.

During commissioners comments, board Chairman Robert L. Woodard received permission to send a letter of support for a NCDOT Ferry Division application for a Federal Land Access Program grant for dredging ferry channels to Ocracoke.
