Dare commissioners to be sworn in Monday

Dare County Board of Commissioners meets Monday, Dec. 7 starting at 9 a.m.

The meeting will be held in the Commissioners Meeting Room, located at 954 Marshall C. Collins Dr. in Manteo.

At the first meeting in December following a General Election, commissioners are sworn in. On Monday, sitting commissioners Robert L. Woodard, Wally Overman, Steve House and Danny Couch will take the oath of office and begin serving repeat four-year terms.

Following the empaneling, the commissioners will elect a chairman and a vice chairman.

Several money matters come before the board.

A public hearing on Series 2021 Limited Obligation Bonds will be held. The bonds will finance new construction of the College of The Albemarle academic building and animal shelter, renovations and new construction at the Health and Human Services complex, roof replacement at Manteo High School, property purchases in Manteo and Buxton and purchasing mobile data computers and EMS cardiac monitors.

The Dare County Tourism Board will request consent to award Tourism Impact Grant Awards totaling $814,640 to Hatteras Community Center District, the towns of Kill Devil Hills, Nags Head, and Manteo, North Carolina Coastal Federation and the Outer Banks Gun Club.

A guaranteed maximum price for the College of The Albemarle project will be presented.

A request to sell the remaining county-owned land at Buxton Harbor is on the agenda. The offer from Calvin Burrus is $20,000 for around 6,800 square feet.

On the planning agenda, planning director Donna Creef will alert the board to a new state law affecting county planning, zoning and building codes. The local codes must be updated by July 1, 2021 to conform with the new state law.

Also on the agenda is a site plan and draft conditional use permit for a cluster housing development called Waves Retreat. Ten units of 1,200 square feet are proposed for long-term housing, which is greater than 31 days. A 1,330 square-foot historic structure will remain on the property. The development is on the soundside in Waves with current addresses of 25478 and 25486 NC 12.
