Duck Police Department monthly report includes fraud, disputes and capsized vessels

The monthly police report for the Duck Police Department for the month of November 2020 has been released.

The report states there were 732 calls for service that month, 41 traffic enforcement actions issued by officers, 407 business checks made with one unsecured door found. Additionally, one extra patrol was conducted as requested by an out of town property owner and one unsecured door was found.

Capsized vessel (Duck Road) – Officers were dispatched to a witnessed capsized sailboat in the sound. The sole occupant was retrieved by Duck Fire Department personnel by commandeering a nearby jet ski. The subject was evaluated by EMS and released.

Dispute (Canvasback Drive) – Officers were dispatched to a dispute involving an unruly minor child and other extended family members. The child was removed from the home at the request of a parent and the child was released to the mother.

Littering (Plover Drive Beach Access) – A group of engineers constructed a catapult and was launching apples and pumpkins into the ocean. The potential dangers were explained to the group and the catapult was disassembled.

Larceny (Four Seasons Lane) – A hot tub motor was reported stolen. The larceny occurred between November 20 and November 21.

Town code violation (Duck Road) – A concern was filed about a group selling live wreaths in the grass at an address on Duck Road. It was found all permits were in order and the group was operating out of an already-established business in the complex.

Capsized vessel (Duck Road) – A 16-foot center console vessel that capsized in the Currituck Sound washed up on the pier behind 1174 Duck Road. Police and Fire departments worked with the owner to right the vessel and stabilize it enough to be towed.

Civil eviction (Teresa Court) – The owner of this property called stating that renters were on the roof partying and that it did not appear to be any adults at the residence. The rental manager met officers at the residence and the rental manager evicted the renters. Officers provided a safety escort and did not take any enforcement actions.

Narcotics arrest (Duck Road/Sea Oats Trail) – Officer Kiene stopped a vehicle for a safe movement violation and could smell marijuana when she approached the vehicle. During a search of the vehicle, a THC vape, THC vape cartridges, marijuana and an Arizona can with a hidden compartment were found. Justin Casper, 31, of Elizabeth City, was arrested and charged with misdemeanor possession of marijuana, possession of paraphilia and felony possession of synthetic THC. Casper was held at the Dare County Detention Center in lieu of $6,500 secured bond. Casper was also issued a citation for the unsafe movement violation.

Assist person (Duck Road) – An officer responded on two separate days to assist with subjects locked in a bathroom. The deadbolt was found to be defective and the officer was able to free the trapped individuals without incident.

Larceny (Turnbuckle Court) – Officers responded to the residence for a report from the homeowner about a break-in and larceny from an owner’s closet. The homeowner stated several tools and supplies were stolen.

Breaking and entering (Duck Road) – At 11 p.m., an officer observed a suspicious subject walk to the rear of the Tap Shack and then saw a flashlight within the building. The officer immediately contacted the subject and found it to be a 16-year-old. The parents were summoned to the scene and the subject was released to the father. The business owner declined to prosecute as there was no apparent damage and nothing appeared to be missing.

Verbal dispute (Duck Rd) – A concerned neighbor called about a possible dispute. Officers arrived and found a family had a verbal dispute that was exacerbated by a door that was stuck and two people could not get out of a bedroom. The argument was over upon officer’s arrival. Officers were able to free the occupants of the bedroom without incident.

Fraud (Duck Road) – The Outer Banks Popcorn Shoppe received a phone call from someone impersonating a Duck Police officer. When the business refused to give the person on the phone any information, they stated that a Duck Police officer was going to get banking information from them. Officers spoke with the business and confirmed with them that this was an attempted scam.

Suspicious condition/fraud (Duck Road) – The Cotton Gin received a call from a person impersonating a Duck Police officer and told them to take all their money to the TowneBank to make sure it was not counterfeit. The employee took the money to the TowneBank in Southern Shores where they were to route the money into an account number provided. The TowneBank teller advised the employee this was a scam. Southern Shores Police Officers followed the employee back to Duck due to safety concerns.

Fraud (Duck Road) – The owner of Sweet T’s called direct connect to advise officers about receiving a call from someone impersonating a Duck Police officer stating they were going to do an audit. The owner advised he did not give any information or money to the caller. Officers advised the owner that it was a scam and if they called back to not give them any information.

Fraud (Duck Road) – Islands by Amity received a call from a person impersonating a Duck Police officer and had the employee take $300 from the register. The employee was told to take the money to Food Lion in Southern Shores and to purchase a gift card with it. The gift card was purchased and the number was given to the person on the phone. The employee stated she did not realize it was a scam until after the interaction was done.

DWI arrest (Duck Road) – Officers stopped a vehicle on suspicion of driving while impaired after observing the vehicle drive left of center, right of the fog line and erratic braking. Officers conducted an investigation and then arrested CarrieAnn Brunet, 46, of Charlottesville, Va. for driving while impaired and possession of an open container. Brunet was held at the Dare County Detention Center in lieu of $2,000 secured bond.

Injury to property (Olde Duck Road) – Officers responded after the owner arrived at the property to find that a small excavator or backhoe had driven on his property and cut some limbs. The owner stated that there was not any damage done, but was curious if the town was doing any kind of work on his property. Officers forwarded his information to town offices.

Traffic crashes:

Sea Colony Dr. – A vehicle backed into a parked motor vehicle and left the scene. No suspect vehicle information is known.

Duck Road/Royal Tern Lane – A vehicle stopped for pedestrians in the crosswalk. The stopped vehicle was struck from behind by another motorist. No reported injuries.

Snipe Ct. – A vehicle had a rear hatch open and the driver backed into a tree. The hatch broke in half. No injuries were reported.

Duck Road/East Tuckahoe Drive – Vehicle versus deer collision. Toyota Camry hit a deer, causing minor damage to the vehicle.

Duck Road/Four Seasons Lane – A box truck was waiting to make a southbound turn onto Duck Road. The box truck was blocking the crosswalk and the driver attempted to reverse to clear the crosswalk for a pedestrian. The driver did not see a second car waiting to make a turn and the box truck backed into the second vehicle. No apparent injuries.

Duck Road/Scarborough Lane – Two vehicle rear end collision. Honda Accord stopped at the crosswalk to let pedestrians cross. Chevrolet truck failed to stop, hitting the rear of the other vehicle. DMV349 completed and citation issued for following too close.
