Dare Planning Board reviews amendments and a Hatteras village proposal

Dare County’s Planning Board has extensive work on its agenda for the next few months along with normal land use matters.

The board will be reviewing amendments to the county’s land use regulations.

In February, county planner Donna Creef told the board the state’s General Assembly passed legislation in 2019 that “updated and combined the various statutes on planning, zoning, and building codes.” That legislation is found in Chapter 160D in the state’s General Statutes.

In April, Creef began a presentation about the changes. The review stopped at the changes to the Zoning Ordinance, which are called substantial.

The board will continue review at its next meeting, set for Monday, May 10, 2021 at 6 p.m. The deadline for local governments to make changes is July 1, 2021.

In April, a rough draft of the updated Dare County Land Use Plan for unincorporated Dare County was presented to the board for initial review.

At that last meeting, the board reviewed a subdivision named Hatteras Island Reserve with the address 56883 NC 12 in Hatteras village. Four parcels total 5.25 acres. Michael W. Strader Jr. with Quible & Associates represented the developer.

Development plans include subdividing a portion of the parcel. Four residential properties will be created on 1.88 acres of land. A 3.01-acre residual lot is created, but without identification as to its use. The Sea Gull Motel will remain. The land is zoned C-2H Commercial.

The proposal called for a common driveway. The planning board must make a determination that the “common drive does not endanger or diminish public health, safety and welfare.” Using the common drive sends the subdivision to the Board of Commissioners for approval.

Information about the development was submitted on two documents, a preliminary plat and a stormwater plan.

The board was unhappy with the arrangement of the common drive. Board Chairman John Finelli said the preliminary plat was “devoid of information.”

The board voted to consider the proposal a sketch plan.

Hatteras Island Reserve is listed on the May 10 agenda for preliminary plat review.

The planning board meets in the Dare County Commissioners Meeting Room at 954 Marshall C. Collins Dr. in Manteo.
