Manteo commissioners schedule hearing for text amendments

As with most local governments, Manteo commissioners are dealing with amendments to the town’s zoning ordinance and town code.

The changes are occasioned by legislation passed by the General Assembly which consolidated town and county development regulations into one chapter, Chapter 160D, of the state’s General Statutes.

For Manteo, town attorney Ben Gallop developed the required changes. He was scheduled to present the changes to the Manteo Planning Board June 8.

The town’s commissioners scheduled a public hearing for 5 p.m. on June 16 to hear from the public about the text amendments.

The 35-page document is available for review on the June 8 agenda for the Planning Board found on the town’s website, manteonc.gov. The document begins at page 14.

During public comments, Jane Miller, of West Street, stated concerns about the SAGA-Taft Mills Group proposal for essential housing at the Dare County-owned Bowsertown site outside Manteo. She asked if the project proposed to hook up to the town’s wastewater system, about water connection fees, about payment in lieu of taxes and about the proposal’s $4.5 million loan from the county.

Said Miller, “I want affordable housing, but I don’t want special privileges unless I get them too.”

During commissioner comments, commissioner Darrell Collins suggested that during workshops, substantive information be provided “so we can learn something.” He suggested the town planner talk about each zoning district.

Commissioner Christine Walker affirmed the idea. She brought up affordable housing, wanting to know challenges and available sites. “We need to rise to the challenge and do all we can do to address the problem as well.”
