Kitty Hawk Planning Board recommends approval of new four lot subdivision

Faced with a one-item agenda, the Kitty Hawk Planning Board at its June 17 meeting voted to recommend approval of a four lot subdivision at 740 West Kitty Hawk Road.

According to town documents, the one existing 2.42 acre parcel on the north side of West Kitty Hawk Road is to be subdivided into four individual lots each ranging between 15,023 and 37,154 square feet. The site is zoned for single family residences with one single family home already there.

During discussion on the property, Rob Testerman, director of planning and inspections, advised that the proposed lots meet Kitty Hawk’s minimum road frontage and setback requirements and the town attorney has determined that the lots do not meet the definition of a “flag lot” as defined by town code. A proposed fire hydrant site has also been approved by the fire department.

State property borders the north property line where a family cemetery is located and wetlands designated by the U.S. Army Corps of Engineers have been included in the lot size calculations. During discussion on the property, board member Jim Geraghty pointed out that site buildability is not a factor in board approval, their only concern is to determine if plans meet town guidelines or not.

“We don’t judge on if a site is buildable or not,” said Geraghty. “The Health Department will do that.”

Plans call for an onsite septic system to serve all lots once a septic permit is obtained from the Health Department prior to the issuance of any building permits.

The unanimous vote of approval sends the request to the July 6 Town Council meeting.
