Dare EMS facilities slated for improvements or new construction

On the Sept. 7, 2021, Dare County Board of Commissioners set in motion an estimated $18.8 million project for renovations or new construction of the county’s eight Emergency Medical Services facilities.

Two months ago, Oakley Collier Architects, of Rocky Mount, was selected to provide services for projects in the county’s capital improvements plan. The Emergency Medical Services work is the first under the master agreement.

As stated in the agreement, Oakley Collier Architects will provide architectural services as follows:

EMS Station 1: 1632 North Croatan Hwy., Kill Devil Hills. This will be a replacement facility with joint use with the Town of Kill Devil Hills. It is contemplated the facility will house County EMS and Town Fire Department. This project will be on hold until the County and Town have discussed scope and delivery method.

EMS Station 2: 515 Bowsertown Rd., Manteo. This shall be a complete renovation and refurbishment of the facility, with expansion of the public area, and additional sleeping areas. The onsite parking shall be expanded as the available site area allows.

EMS Station 3: 50346 NC 12, Frisco. This shall be a complete renovation and refurbishment of the facility, with expansion of the public area, and additional sleeping areas. The onsite parking shall be expanded as the available site area allows.

EMS Station 4: 28 East Dogwood Trail, Southern Shores, which is shared space with Southern Shores Fire Department. This shall be a complete remodel or a replacement station with space for the Town of Southern Shores. Oakley Collier Architects shall provide two sketches depicting the Remodel and Replacement for the County to discuss with Southern Shores. Once a direction is known, Oakley Collier Architects shall design the final solution.

EMS Station 5: 5314 South Croatan Hwy., Nags Head, which is shared space with Nags Head Fire Department. This station will need to be an expansion to the Town-owned fire station to accommodate the Emergency Medical Services crew or a new facility for the County’s EMS. Oakley Collier Architects shall provide a concept sketch for expanding the existing fire station.

EMS Station 6: 24297 Atlantic Dr., Rodanthe, which is shared space with Chicamacomico Banks Fire and Rescue Department. This shall be a new station located on property owned by the local fire department. Oakley Collier Architects shall provide concept sketches that will include the Fire Department and a sketch of how to reorganize the site to accommodate a new EMS and expansion of the existing fire department.

EMS Station 7: Dare MedFlight Hanger, 1078 Driftwood Drive, Manteo. Oakley Collier Architects shall provide several different site sketches of how, and where to locate and expand the crew quarters as well as the MedFlight hanger.

EMS Station 8: 6677 Hwy. 64/264, Manns Harbor. This will be a complete remodel and refurbishment with expansion of the Bays and Sleeping area. Additionally, Oakley Collier Architects shall explore expansion and possible renovations to the existing Fire Department and Community Center.
