Dare County school board to take up policy revisions at February meeting

The Dare County Board of Education will take up changes to seven policies at its Feb. 8, 2022 meeting.

The board’s regular meeting is scheduled for Cape Hatteras Secondary School of Coastal Studies in Buxton. This will be the second reading for this set of policies.

– Policy 5023: Registered Sex Offenders

– Policy 5070/7350: Public Records-Retention, Release, and Disposition

– Policy 5071/7351: Electronically Stored Information Retention

The policy updates have been provided by the North Carolina School Boards Association and reviewed by the Policy Committee of the Dare school board.

The Policy for Parental Involvement has major revisions.

For example, administrative leadership in each school is required to develop a parental involvement plan as part of the school’s improvement plan. Added is what must be addressed: meaningful two-way communication between home and school; promotion of responsible parenting; involvement of parents and guardians in student learning; promotion of volunteering; involvement of parents and guardians in school decisions that affect children and families; parental training; community collaboration; and promotion of student health awareness.

A section titled Parental Notification would spell out the information required in a report for all parents including accountability measures, system performance on academic assessments; percentage and number of students assessed, assessed using alternative assessments, involved in preschool and accelerated coursework programs and English learners achieving proficiency; per pupil expenditures of federal, state and local funds; and teacher qualifications.

Under Residence Requirements, a section addresses active military service and a new section is a definition of “child with a disability.”

Under student records, a new sentence is added that schools must give secondary school student email addresses provided by the schools to military recruiters upon request.

The policy on Registered Sex Offenders has extensive revisions, including a new definitions of such offender and school property; the ban from all school property with revised exceptions for voters when a school is used for a polling place; and contractual personnel rules.
