William Robert Ruiz, 78, of Elizabeth City, died March 13, 2022 at Sentara Albemarle Medical Center. Born in North Island, CA on October 22, 1943 to the late Eugene Gifford Ruiz and Elisa D. Eribez Ruiz, he was the husband of Debra Ann Midgett. William served his country honorably in the U. S. Air Force.

In addition to his wife, he is survived by step-daughter Tammy Hurdle Davis; sisters Rita Coop and Barbara Tinger; brothers Eugene Ruiz and Michael Outlaw; step-grandchildren Allison Davis and Rachael Davis; and sister-in-law and brother-in-law Betty and Allen Meads.
