Dare Planning Board approves preliminary plats for subdivisions

Dare County’s Planning Board approved two preliminary plats for subdivisions in unincorporated areas of the county at its June meeting.

The Kierzkowski subdivision creates two lots in Salvo. The first lot has an existing two-story dwelling on 2.45 acres with an address of 27415 NC 12. The second lot with 1.44 acres is vacant.

The southern boundary is bordered by Hattie Creek Landing Court which is a private road. The two new lots must be accessed from NC 12.

A cemetery is located on the first lot. Access is changed to an existing gravel road off of NC 12. The gravel road is actually used as the access point. The current access slashes across the second lot.

The board, with four of seven members attending, approved the subdivision unanimously.

The board next turned its attention to the subdivision plat proposed by Sarah E. Scarborough and Richard V. Scarborough Jr.

This subdivision is in Wanchese. Access to Lot labeled 2R is from Harbor Road and this lot, with 4.276 acres, has an existing boat building shop. Lot 3, with 18,005 square feet, is accessed through a 20-foot wide easement connected to Mill Landing Road across property owned by Deanna D. Briggs. Once the easement is signed, it will be recorded as a deed document.

Again, the planning board members present gave unanimous approval.

At the next board meeting, to be held July 11, a proposed amendment to a Special Use Permit seeks to add a building in an existing group development at Liberty Christian Fellowship, Inc., located at 244 Williams Dr. in Colington.

Under the county’s subdivision rules, 153.16 (C)(2) and (3), subdivision preliminary plats with the date for planning board consideration are sent to all county commissioners. Three situations send subdivisions to the Dare County Board of Commissioners: continuation of existing streets, exemption of land otherwise inaccessible and common driveways.

Additionally, the subdivision rules say “The Board of Commissioners may also request presentation of a subdivision preliminary plat at a regularly scheduled Board of Commissioners meeting if there are concerns about the proposed subdivision that the Board wishes to discuss directly with the subdivider or the Planning Board.”
