Dare Planning Board to discuss pet crematorium, child care facility

On Monday, Sept. 12, 2022, the Dare County Planning Board meets at 6 p.m. in the Commissioners Meeting Room, located at 954 Marshall C. Collins Dr. in Manteo.

Two items are on the agenda.

A text amendment to the R-2B zoning district has been submitted by Pam Anderson.

Anderson is asking to add pet crematoriums to the list of uses offered in the zoning district.

The R-2B district is mapped in portions of Colington. A zoning map of Colington can be found on Planning Board meeting announcement accessed at darenc.com.

Anderson currently operates a pet grooming and kennel facility at 208 Williams Drive in Colington. Any text amendment to the R-2B zoning district would apply to all lands zoned R-2B.

The district is “intended to encourage the development of moderate density residential neighborhoods, to serve as a transition zone between the low-density area and more intensely developed areas, and provide a setting for a limited number of business uses associated with a coastal village location.”

Businesses under special uses include real estate offices, resident businesses, child care centers and pet grooming and kennel facilities.

Noah Gillam, planning director, is recommending that “pet crematoriums be added as an accessory use to pet grooming and kennel facilities. The board can also choose to add it as a stand-alone use.”

Gillam writes that “there does not appear to be any North Carolina State regulations on pet crematoriums.” Gillam suggests the board consider “setbacks from residential dwellings, need for the incinerator to be contained inside a building, and the need for the operator to obtain a certificate through one of North Carolina’s approved cremation certification programs,” such as Cremation Association of America or National Funeral Directors Association.

The second item on the agenda is a special use permit application requesting a child care facility at Manteo Faith Baptist Church, located at 1037 Burnside Road in Manteo.

The property is zoned RS-8 which permits child care facilities as an accessory use of an existing church.

The applicant Elizabeth Shifflet is proposing to operate four days a week, Monday through Thursday for no more than four hours per day. This operation allows the proposed child care facility to operate without a state license. The proposal is for two staff members and up to 25 children. Child care activities will be limited to the fellowship hall and the fenced outdoor area.

The Planning Board agenda calls for public comment at the beginning of the meeting.
