Currituck commissioners received a good audit report from Madonna Stafford of Carr, Riggs & Ingram, PLLC for fiscal year ending June 30, 2022.

Stafford went over the highlights in the county’s 244-page comprehensive financial report at the February 20 commissioners meeting, starting with an increased net position. The net position is $256,551,386, up by over $27 million for the year.

Increases for FY 2022 were mainly due to higher governmental revenues like property taxes, sales taxes, operating taxes and capital grants. The largest increases in expenditures went for education and general government.

“Overall, I would say the county ended the year on a positive note across the board with all funds and had another excellent year,” Stafford said. “Just one word of caution – the last two years have really been record-breaking for the county. There are a lot of upcoming large projects you guys are all well aware of, between infrastructure and school projects and those sort of things. You’re in a good position to meet those needs, but certainly that’s big money and big projects coming down the way.”

Stafford also congratulated the county on the tax collection rate of 99.34%. “This is one of the best in this state and something that you guys should be very proud of. That’s an excellent rate and you’re able to maintain that year after year.”

Next, commissioners approved a special use permit for the continued operation of the Elbow Road Farm, Inc. sand mine located at 144 Lazy Corner Road in Moyock. The business had a permit from the county in 2013 to mine up to 149 acres of the 311-acre agriculturally zoned property and they were not requesting any changes from the 2013 permit.

Commissioners moved on to approve resolutions for the demolition of two dilapidated properties located at 151 Newtown Road in Moyock and 120 Tomlinson Lane in Knotts Island.

A bid was awarded to Seaboard Marine Corp in the amount of $568,245 for the removal and replacement of Sound Park Boat Ramp and bulkhead. The project consists of removing and replacing timber boardwalk, decking and timber stringers for three launch piers, and installing new bulkhead earth anchors, as well as repairing about 350 square feet of the southern lane of the boat launch ramp and installing protective pile wraps and reinforcing pile wraps.

Commissioners concluded business items by approving a resolution to establish an opioid task force to study and evaluate the opioid epidemic in the county and make recommendations to commissioners how to best address the issues.
