FOR DEBRIS MANAGEMENT, RECOVERY AND REMOVAL SERVICES (PREPOSITION)

Hyde County is requesting proposals for Debris Management, Recovery and Removal Services. A preposition/standby contract will be awarded by Hyde County, to be activated by the County in response to a natural or man-made event requiring debris removal services.

Instructions for preparation and submission of a proposal are contained in this package.

All proposals are due no later than 4:00 p.m. on April 24, 2023. Proposals shall be enclosed in a sealed envelope or package, addressed to:

The name and address of the prospective Contractor, and the title “RFP# 373-230406 Debris Removal Services” shall be placed on the outside of the envelope. All items required for a responsive Proposal shall be included. It is the responsibility of the Proposer to ensure that the Proposal Package is complete and received at the proper time.

The proposals will be publicly opened immediately following the latest time for receipt of proposal in the Multipurpose Room, located in the Hyde County Government Center at 30 Oyster Creek Road Swan Quarter, NC 27885.

Hyde County is subject to the impact of disasters and catastrophes. Therefore, as set forth by FEMA, each community should be prepared in advance for such an occurrence. One step in this process is to contract with qualified firms for them to be on standby to assist immediately in the Response, Management, and/or Recovery from any such disaster.

This solicitation contains detailed requirements and directions. Please follow them very closely. Failure to follow these directions, provide the required attachments, or submit the proposal in the required format, may lead to disqualification.

Proposers shall be judged on multiple criteria, not primarily on price, and the firm or firms found to be the most qualified and, in the County’s, best interest shall be selected. Minority, women-owned and small disadvantaged businesses are encouraged to participate.

The Board of County Commissioners reserves the right to accept or reject any or all proposals received as a result of this RFP, or to negotiate separately with competing contractors, to waive any informalities, defects, or irregularities in any proposal, and to accept that proposal or proposals, which in the judgment of the proper officials, is in the best interest of the County.

Proposals received by the County after the time specified for receipt will not be considered. Proposers shall assume full responsibility for timely delivery of their proposals to the location designated for receipt of proposals. Faxed or Emailed proposals shall not be accepted.
