Commissioners consent to $1.16 million in tourism impact grants

On Dec. 2, 2024, Dare County Commissioners consented to spending $1,159,247.67 from the Restricted Fund as recommended by the Dare County Tourism Board.

A dozen projects were listed for commissioner consent. Five of the dozen requests for a Tourism Impact Grant dealt with sidewalks.

Below are listed the projects recommended by the Tourism Board for Tourism Impact Grants for the 2025 fiscal year. The match requirement is a tiered approach. No match is required by projects under $50,000; 25% match is required for projects up to $125,000; and a 50% match is required for requests over $125,000.

Applications are taken every September.

Avon Property Owners Association: Boardwalk Replacement Project. Replacing three public access boardwalks. Project amount: $169,250. Requested: $70,650. Recommended: $54,000 for Antillas Road and Gull Cry only. At least 25% match.

Chicamacomico Historical Association: 1874 Life Saving Station, Phase II. Restore western façade of 1874 building with new shingles, new millwork to replicate original building. Re-shingling roof and painting all surfaces. Project amount: $130,000. Requested $125,000. Recommended $125,000. At least 25% match.

Dare County Arts Council: 50 Years on the Outer Banks. Artist fees for public art installation. Develop to tours, printed materials and marketing. Project Amount: $130,000. Requested Amount: $40,000. Recommended $4,000 for panels only. No match required.

Friends of Jockey’s Ridge: Points of Interest Trail Markers. Construct 10 trail markers to provide information about the state park. Project amount: $75,000. Requested: $50,000. Recommended; $50,000. No match required.

Town of Kill Devil Hills: West Martin and Swan Street sidewalks. Link existing sidewalk segments along Martin Street to support multifamily developments where J-1 students are housed. Connect Martin Street to existing sidewalks around Parks & Rec, Baum Center and Wright Brothers. Project Amount: $484,490. Requested: $240,000. Recommended: $240,000. At least 50% match.

Town of Kitty Hawk: Message Board. Purchase solar powered full-matrix board to use along heavily traveled roadways. Project amount: $27,490. Requested: $27,400. Recommended: $27,490. No required match.

Town of Kitty Hawk: Crosswalk lighting Beach Road. Add solar powered lighting to 12 crosswalks along Beach Road in Kitty Hawk to enhance pedestrian safety. Project amount: $40,000. Requested amount: $40,000; Recommended: $40,000. No required match.

Town of Manteo: Cartwright Park Improvements. Stabilize 1865 chapel ruins of first AME Zion Church, replace restrooms, update picnic shelter, landscaping and other site improvements. Project amount: $500,000. Requested amount: $250,000. Recommended: $250,000. At least 50% match.

Town of Nags Head: W. Baymeadow Drive Sidewalk. Construct 560 linear feet of sidewalk from Bays Edge to S. Croatan Highway to set up continuous link to Village at Nags Head and Nags Head Golf Link. Project Amount: $70,850. Requested $53,137. Recommended: $53,137. At least 25% match.

Town of Nags Head: W. Windjammer sidewalk. Build about 1,100 linear feet of sidewalk in North Ridge neighborhood connecting W. Windjammer to W. Lookout Road. Project amount: $165,450. Requested: $124,087. Recommended $124,087. At least 25% match.

Town of Nags Head: Living Shoreline. Restore 550 feet of estuarine shoreline along event site and Harvey soundside area. Project amount: $450,000. Requested: $100,000. Recommended: $100,000, “contingent on no effect to the Soundside Boardwalk construction and permits.” At least 25% match.

Town of Southern Shores: 12 Multi-Use Path. Replace the multiuse path from 5th Ave. to Hillcrest Dr. with concrete for pedestrian safety. Project amount: $185,950.28. Requested: $91,533.67. Recommended: $91,533.67. At least $25% match.
