Dare commissioners set up new pay grade

In a special session on Feb. 20, 2025, Dare County commissioners set up a new pay grade along with other moves after a closed session.

Returning to open session, the Board of Commissioners authorized:

– the creation of a grade 123 in the Dare County salary schedule,

– the county manager to negotiate a salary for the chief financial officer position within that grade,

– a change in the vacation benefit schedule to give credit for vacation years of service prior to county service for new employees, and

– the county manager to enter budget amendments to move funds from lapsed salary to cover any costs for the CFO position for the remainder of the current fiscal year.

David Clawson has been Dare’s finance director for 34 years. He has announced his retirement for June 20, 2025.

Financial items approved at the Feb. 3, 2025 Board of Commissioners meeting include the following:

– The stockpile of bear resistant trash cans available for Manns Harbor and East Lake has now reached a dozen. Public Works director Shanna Fullmer asked if the commissioners wanted to continue the program. The original batch of bear resistant trash cans sold for $84.40 per can for pickup or $96.08 for delivery. The cans cost around $400 each. The commissioners authorized purchase with funds coming from the sanitation account contingency.

– Dare’s Public Health Division has received state/federal funding of $68,958 from the NC Division of Public Health for Workforce Development. This funding will be used to cover the salaries and benefits to retain the part-time physician and, if needed, the fulltime maternal health advanced practice provider through the end of the fiscal year.

– Two contracts with U.S. Cellular for a 15-year ground lease for Buxton Cell Tower and a 15-year sub-lease for Dare County to co-locate communication equipment on the Buxton Cell Tower. No charge for the use of the tower or the ground.
