Dare commissioners have long May 5 agenda; manager’s budget to be presented

The agenda for the May 5, 2025 Dare County Board of Commissioners meeting is packed with 26 numbered items, some with multiple actions.

A public hearing on a zoning text amendment regarding the Zone of Influence outside the SED-1 Zoning District which covers in Buxton and Frisco will be held immediately after public comments. Some 45 people gathered in the old Buxton Fire Station to hear about the requested zoning text amendment. The county’s Planning Board recommended the entire Zone of Influence section be deleted from the Zoning Code.

Major presentations include the manager’s recommended 2026 budget and proposed plan for 2027 budget, the community health needs assessment 2024-2025, and opioid settlement funds proposal plan for FY 2026.

Some 10 Dare County citizens or organizations have been nominated for the Governor’s Award for Volunteer Service.

Two resolutions are on the agenda:

– Resolution Opposing New Tolls and Increases on Existing Tolls on North Carolina Ferry Routes

– Resolution Opposing the Increase in Insurance Premiums for State Employees by the Dare County Board of Commissioners to the NC Department of Public Instruction

Proclamations on the agenda are EMS Week, May 18-24 and Older Adults Month.

The Capital Improvement Plan Committee is recommending a new pre-construction fee contract for phase III and voted to move forward with the guaranteed maximum price for the new Dare County Early College. If approved by the commissioners, the fixed price from Barnhill Construction is $21,100,676.

Five lease agreements are before the board.
