One day, two Hatteras Island wrecks; one causes late night power outage

On May 2, 2025, a wreck at the Rodanthe roundabout caused a power outage on Hatteras and Ocracoke islands.

At 10:30 p.m., Ryan Westbrook, 33, of Norfolk, Va., was traveling south on NC 12. He crossed the centerline and crashed into the fence surrounding Cape Hatteras Electric Cooperative’s transmission riser on the north side of the Rodanthe bridge. He traveled through the fenced area, hitting a guy wire and the opposite side fence. His 2015 Toyota pickup did one complete rotation. He was wearing his seat belt, states the report from State Highway Trooper D.D. Banks.

Westbrook was arrested and taken to jail on suspicion of driving while impaired.

Meanwhile, Cape Hatteras Electric’s crews turned the power back on four minutes after midnight.

Earlier on May 2, at 1:59 a.m., a two-car wreck on Hatteras Island sent drivers to hospitals.

North of Buxton in the Cape Hatteras National Seashore, Donald Roca, under 21, from Silver Spring, Md., was traveling southbound and side swiped a vehicle driven by Henry Ferguson, 60, of East Fairfield, Vermont.

Both vehicles flipped over on opposite sides of NC 12. Roca was transported to Norfolk General. Alcohol impairment was suspected. Ferguson was transported to Outer Banks Hospital.
