Driver charged in fatal wreck near East Lake

The driver of an SUV that was attempting to pass traffic and hit an oncoming vehicle, killing that driver, is facing charges.

According to information from Master Trooper Rico Stephens, on June 29, 2025 at around 9:08 a.m., the North Carolina State Highway Patrol responded to a fatal two-car collision on US 64 near East Lake in Dare County.

A Mercedes SUV driven by Tiffany Phillips, 35, of Lexington, S.C., was traveling west on U.S. 64. A Toyota SUV driven by Callie Ann Coltrain Coward, 31, of Ayden, was traveling east on US 64. Phillips merged into the eastbound lane to pass traffic ahead of her and collided head-on into Coward, stated the report from Stephens.

Coward was pronounced deceased at the scene.

Phillips was flown by air to Norfolk General. Her passengers Josiah Myer, 40, was flown to Vidant Hospital in Greenville with serious but non-life threating injuries, and an 8-month-old female child was transported to The Outer Banks Hospital, but was not injured, stated Stephens.

Dare County Emergency Medical Services responded with three ambulances, one quick response vehicle and Dare MedFlight, which transported one critically injured person to Norfolk-Sentara, according to Dare EMS Chief Jennie Collins.

A second critically injured person was transported to The Outer Banks Hospital, which subsequently called for a helicopter from EastCare for transport to Greenville, stated Collins.

An eight-month old child, properly secured in a child seat, was uninjured but also taken by ambulance to the local hospital.

Dare County Sheriff’s Office deputies responded to the fatal wreck. Manns Harbor Volunteer Fire Department responded and called for assistance from Roanoke Island Volunteer Fire Department. Both departments worked on extrication.

Phillips was charged with misdemeanor death by vehicle and reckless driving.
