Kill Devil Hills – Janet P. Higgins, 77, died unexpectedly on May 4, 2020 in Kill Devil Hills. She was born in Elkin, daughter of Charles and Lillian Poplin.

She was predeceased by her husband Bill Higgins. She was survived by brother Charles C. Poplin Jr. (Theresa); daughter Ricki Bittle (David); sons CW Waddell and Ryan Waddell; grandsons Chad Bittle (Chelsea) and Cory Bittle; and two great-grandsons.

Janet lived her life to the fullest and enjoyed life with her family and friends.
