Tyrrell County clerk recognized for outstanding achievements

Penny Rhodes Owens, clerk to the Tyrrell County Board of Commissioners, was awarded the 2020 Howard Holly Award by the North Carolina Association of County Clerks.

The presentation was virtual during the recent association conference and recognizes outstanding achievements to the association and to the profession. It is the highest award given by the association.
