Dare Board of Commissioners moves to purchase Manteo property

After a 45-minute closed session on July 19, Dare commissioners unanimously decided to purchase the Manteo Lodge on U.S. 64/264.

The contract sale price is $767,700.

In a second move, the commissioners adopted a Capital Project Ordinance to finance the Lodge purchase, $201,300 for renovation of the property and the $1,961,700 purchase of Mako’s Bar and Grille in Kill Devil Hills, which will be used to replace the existing Emergency Medical Services station and administrative headquarters.

Installment financing totals $3 million.

The Lodge will be used as a youth center. The building is 6,040 square feet. The parcel has 31,500 square feet.

In the closed session, the Board of Commissioners provided guidance to the county attorney regarding purchase of the Elizabethan Inn in Manteo.

In another financial move, the commissioners adopted a budget amendment to deal with the impending sale of Dare Home Health and Hospice.

The first amendment sets up Fund #16 in the General Fund to budget and account for the proceeds from the sale of the certificate of need to BrightSpring. The fund’s initial deposit is $2,854,498, which accounts for the retention bonus paid by BrightSpring.

The second amendment records deductions of $116,682 for Dare County’s portion of retention bonus and for a liaison to work on the transition from Dare County to BrightSpring and $290,000 for a restricted set aside which will be reduced by half at the end of 18 months and fully released at the end of another 18 months. The set aside is equal to 10% of the purchase price.

The commissioners also granted the administration authority to amend the budget again if the sale is later than Aug. 1, 2021.
