Dare Planning Board approves two-lot subdivision preliminary plat

On Tuesday, June 6, 2023, Dare County’s planning board approved the preliminary plat for a two-lot subdivision requested by Mark Reconnu and Virginia Reconnu at 109 Old State Road 345 on northern Roanoke Island.

The 2.38-acre property runs from the road to the Roanoke Sound. The front lot is one acre and vacant. The soundfront lot with an existing house is 1.38 acres. A 20-foot easement provides access to the soundfront lot. The easement must have an improved surface sufficient to support a fire apparatus.

The property is served by Dare County Water Department. Individual on-site septic systems will be used.
The preliminary plat shows a 30-foot buffer required by the Coastal Area Management Act. Minimum building setback lines for zoning district RS-8 are shown. Any wetland fill permit from the U.S. Army Corps of Engineers must be provided to the county.

On the agenda was an item titled “Continued discussion on revisions to the cluster Home Ordinance section 22-31.1.”

A joint meeting with the Dare County Board of Commissioners and the Dare County Planning Board is being set up to talk about the current cluster housing ordinance and what changes are needed.

Planning Board member David Hines voiced concern about legislation under consideration in the General Assembly. He charged the legislation “overreaches” and takes power away from planning boards and boards of commissioners.

One bill under scrutiny is H409, An Act to Increase Affordable Housing by Allowing for the Construction or Siting of Accessory Dwelling Units.
