Virginia Beach men facing drug charges after vehicle found in ditch in Frisco

Two Virginia Beach men were arrested on drug charges after a vehicle was found stuck in a ditch in Frisco.

According to a Dare County Sheriff’s Office press release, on May 22, 2023 at approximately 2:50 a.m., deputies working the C-District came across a vehicle stuck in a ditch on NC Hwy 12 near Osprey Way in Frisco.

“When the tag on that vehicle was run, the tag came back stolen from Virginia Beach, VA,” stated the release. “When the Deputies were trying to figure out the owner and information for the truck through the Vehicle Identification Number, drug paraphernalia was seen in plain view. The vehicle was searched and an amount of Marijuana, Marijuana Paraphernalia, Drug Paraphernalia and Methamphetamine were located and seized.”

Both Sterling Thomas Kessel, 42, of Virginia Beach, Va., and Richard Norman Smith II, 41, of Virginia Beach, Va., were arrested and charged with misdemeanor possession of stolen property, misdemeanor possession of marijuana, misdemeanor possession of drug paraphernalia, misdeameanor possession of marijuana paraphernalia, felony possession of methamphetamine and felony possession with intent to sell or deliver methamphetamine.

Kessel was given a $40,000 secured bond and Smith was given a $52,000 secured bond.
