Consent agenda items addressed by Dare commissioners

Most every Dare County Board of Commissioners meeting agenda lists a multi-item item titled consent agenda.

Standard items included are minutes from the previous board meeting or meetings and the tax collector’s report. Most items are budget amendments making possible the business of county government.

In May, a total of 14 items appeared in the consent agendas for the May 2 and May 16 meetings.

Budget amendments included:

– Public Works: Increase funding for bulk fuel. The price of fuel has increased over the fiscal year and particularly over the last two months. Increasing the bulk fuel revenue and expenditures will enable Dare County to purchase fuel for the rest of the fiscal year. $141,000.

– Public Works: Sanitation fuel and maintenance and repair of vehicle. Explanation from the agenda book states: Fuel price increases have made this budget amendment necessary to ensure that trash trucks are able to continue working. The need for new trucks has been addressed. However, it is a slow process between truck orders and truck delivery. For example, two new overhead trucks were ordered July 1, 2021 and are not due to be delivered until after August 2022. In the meantime, maintenance costs are increased due to the age of the current fleet and the need to repair them frequently to ensure trash is picked up. Transferred: $200,000 from Sanitation Fund Balance for $140,000 fuel costs and $60,000 for repairs.

– Public Works:  Rent one commercial trash truck for 16 weeks, June through September, to make sure trash collection goes smoothly this summer, due to late delivery of new trucks. Transfer of $35,500 from Sanitation Fund Balance to Professional Services.

– Public Works: Purchase additional dumpsters to sell to businesses that are preparing for the summer season. Buy 24 dumpsters for $39,840 for sale to businesses.

– Recorder of Deeds: Lease wide format printer/scanner. Existing equipment “is no longer working, is obsolete and repairs would cost more than leasing a new scanner.” The lease from Systel Business Equipment, of Fayetteville, is for 60 months at $315.99 per month with 1,000 linear feet per month and overages reconciled quarterly at $0.0715/linear foot.

– Public Health Division: Transfer funds from appropriated fund balance Health Department escrow account for purchase of an ultrasound machine for Nags Head clinic office and for needed maintenance and repair costs to get the dental van up and running for fiscal year 2023. Ultrasound machine $25,831. Dental van repairs $10,000. Total transfer $35,831.

– Finance Department: Finance determined that the transfer from the Law Enforcement Officers’ Special Separation Allowance (LEOSSA) Fund (fund #13) to the LEOSSA Irrevocable Trust held at the State Treasurer’s Department should be budgeted in the activity fund. Transfer is $2.1 million.

– Finance Department: Close NC Office of Recovery & Resiliency Grant Fund. Amendment allowed $23.43 earned in fiscal year 2021 to be transferred to the General Fund. The budget transfer allows the county to close the grant fund as of July 1, 2022.

Additional items included:

– Dominion Energy was granted an easement in order to move overhead wires underground in front of Kitty Hark Park at the intersection of W. Kitty Hawk Road and Midgett Road.

– Dare’s Board of Commissioners consented to a Long Term Unappropriated Grant Fund expenditure of $200,000 to Dare County on behalf of the Outer Banks National Scenic Byway for 4.41 miles of the Frisco-Buxton multi-use path. The $200,000 will be used for required matching funds for a National Scenic Byway Grant application due June 5, 2022.
