Frances Perry Keeter died October 7, 2020. Frances was born in Chowan County on September 10, 1927. She lived her early years at Smalls Crossroads, but later met and married serviceman Norman Calvin Keeter. Frances and Calvin moved to Elizabeth City where they lived for over sixty years. Frances was employed by Norfolk & Carolina Telephone and Telegraph Company, which later became Sprint, retiring after thirty-two years as Regional Marketing Supervisor. Upon retirement, Frances enrolled at Elizabeth City State University where she graduated in 1987 with a B.A., Summa Cum Laude, in Early Childhood Education.After teaching at Albemarle Academy for two years, she earned a Master of Education degree in 1990 from East Carolina University. Thereafter she embarked on a career in teaching, primarily at College of The Albemarle, until the death of Calvin in 1995. Frances was a member of First Baptist Church in Elizabeth City for forty years, serving as a children’s Sunday School Teacher, Church Librarian, Deacon, and on countless committees.

She was preceded in death by husband Norman Calvin Keeter and son Norman Chris Keeter. She is survived by son Jeffrey (Jeff) P. Keeter and his wife Rhonda; grandchildren Christian Scott Keeter and his wife Lacy, Nathanael (Nathan) Perry Keeter, Joshua (Josh) Logan Keeter and Hallie Mackenzie Keeter; two great-grandchildren; brother Stan Perry and his wife Mary; sisters Peggy Hooper and Barbara Sawyer; and numerous nieces and nephews.

Services will be held October 11t at 2 p.m. at First Baptist Church, Elizabeth City. The family will receive friends after the service. Twiford Funeral Home, Elizabeth City is serving the family. Condolences may be sent to www.TwifordFH.com.
