Dare County’s Board of Education hired an auditor, approved a budget and shared use agreement for the Government/Education Channels and heard two reports from Superintendent John Farrelly at its March meeting.

Donna H. Winborne, CPA, submitted an audit fee of $44,000, a $2,000 increase, for the current fiscal year. Winborne also performed the previous year’s audit.

The operating budget approved for the Government/Education Access Channels is $319,961.40. Another $100,000 represents $10,000 provided each of 10 entities to foster program content development. The only budget outlay for each of the 10 entities, including Dare’s Board of Education, is a $1,000 membership fee.

The channels are funded by North Carolina Public, Education, Government Supplemental Video Disbursement from the state. For Fiscal Year 2020 that amount is $260,000.

Farrelly reported on Vision 2.0 and his conversations with students. He expects the process to be concluded in March. The vision will be included in the five-year district plan.

About the Dual Language program, Farrelly said it was “well received.” This year, 250 students started the program and currently 248 are still participating.

Registration ended March 1 for next year. At First Flight Elementary, enough students applied for the Dual Language program in kindergarten. Farrelly said not enough students signed up for first grade.

Because of interest, a lottery was held for seats at Nags Head and Kitty Hawk Elementary Schools, where the program started last year. Manteo and Cape Hatteras Elementary schools also offer the program.

Another policy change was made to the Facility Naming Policy. The adopted change gives the full board final approval, according to the accompanying memorandum.

The March meeting was held at First Flight Elementary School. The next board meeting will be April 9 at Manteo Middle School. The board meetings start at 5 p.m.

School board adopts updated personnel policies

Dare County’s Board of Education is reviewing and updating policies.

The policies are updated based on current practices and recommended policies by the North Carolina School Boards Association.

The first series examined pertains to personnel. At its March meeting, the school board approved the revision to the 7000 series, personnel.
